FY 2023 CoC Competition Webinar – Friday, August 25, 2023 

On July 5, 2023 HUD published the Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2023 Continuum of Care (CoC) Program Competition and the renewal or replacement of Youth Homelessness Demonstration Program (YHDP) grants on Grants.gov.  

  • Please note that on August 7, 2023, HUD issued an update to section I.B.2.n(3)(a) on page 31 of the NOFO to emphasize that renewing Permanent Supportive Housing (PH-PSH) projects must continue to serve the same population of individuals or families as specified in the expiring grant application. Renewing PSH projects may also change the classification of their project to DedicatedPLUS on screen 3C of the renewal project application. DedicatedPLUS projects may serve persons eligible as described in section I.B.2.b.(7) of the NOFO.  On Friday, August 25, 2023 from 2:30 to 4:00 pm ET, HUD is hosting a webinar to highlight some of the major changes in the Competition and key items to consider.  No registration is required. To join the webinar, attendees are encouraged click on this LINK at least 5 minutes of the Webinar start time.  The webinar will be capped at 3,000 attendees. However, a recording of this webinar, along with the transcript, will be posted to HUD’s Continuum of Care Program Competition page on the HUD.gov website. Purpose of the Webinar This webinar will highlight various parts of the CoC Competition process, including the funding tiers, CoC Application, and Project Application. Submission Deadline: Thursday, September 28, 2023 at 8:00 PM EDT

  • e-snaps, the electronic application system for the CoC Program Competition is open.

      • One report for all Collaborative Applicants

CoC Members Thursday July 27th from 9:30am to noon the Continuum of Care will be hosting a training session on what the 2023 HUD COC NOFO has to offer and how to apply for it. This is a one-time only training.

Collier process for applying:
  1. Attend training July 27
  2. July 27 – August 18 partners will be writing their applications in E-Snaps
  3. August 21 applications are due to the Collier Homeless Coalition via email by noon to executivedirector@collierhomelesscoalition.org (applications written in E-Snaps are NOT to be submitted in the E-Snaps system until the CoC notifies the applicant)
  4. August 22 the Collier Homeless Coalition will submit all NOFO applications to the Rank & Review Committee for prioritization to receive funding
  5. August 22 – August 25 the Rank & Review Committee will review the applications and score them on the CoC NOFO Scoring Tool
  6. August 28 all Rank & Review Committee applications are to be returned via email by noon to executivedirector@collierhomelesscoalition.org
  7. August 29 The Collier Homeless Coalition will notify applicants of the determination of their application – proceed or not to proceed and how much funding has been approved to apply for. There will be 4 days protest period for applicants to discuss applications scoring with the Coller Homeless Coalition.
  8. September 5 The Collier Homeless Coalition will begin the Collaborative Application process.
  9. September 28 the Collaborative Application is due to be submitted in E-Snaps to HUD.

FY 2023 Continuum of Care Notice of Funding Availability 

The U.S. Department of Housing and Urban Development’s (HUD) Office of Special Needs Assistance Programs (SNAPS) has posted the Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2023 Continuum of Care Competition and the Renewal Replacement of Youth Homeless Demonstration Program grants on Grants.gov and will be available on the Funding Opportunities page on HUD’s website later today. Additional resources will be available on the Continuum of Care Program Competition page of HUD’s website.  

The CoC Application, CoC Priority Listing, and Project Applications should be available in e-snaps this month. Collaborative Applicants and project applicants will be able to access the applications to review, update, and enter required information for the application process.    

Submission Deadline: Thursday, September 28, 2023 at 8:00 PM EDT  

Collaborative Applicants  

  • The CoC Application and CoC Priority Listing that includes all project applications that will be submitted to HUD are separate submissions in e-snaps. Collaborative Applicants must submit both parts of the CoC Consolidated Application by the application submission deadline for HUD to consider the CoC Consolidated Application to be complete.  
  • There are six Project Listings in the CoC Priority Listing; however, only the New and Renewal Project Listings require unique rank numbers.  The remaining four Project Listings only require Collaborative Applicants to accept or reject project applications.   
  • The CoC Competition Report, and instructions on how to access the report, that includes data reported in the Homelessness Data Exchange (HDX) is available for use by Collaborative Applicants to complete portions of the FY 2023 CoC Application.   

  Project Applicants  

  • Returning project applicants may choose to import FY 2023 renewal project application responses; however, this must be requested during your registration of the Renewal Funding Opportunity in e-snaps and is only available if you submitted a project application in the FY 2022 CoC Program Competition. Imported responses must be carefully reviewed to ensure accuracy.  
  • Projects renewing for the first time, that were previously awarded prior to the FY 2022 CoC Program Competition must complete the entire renewal project application.  
  • New project applications must be completed in full and in accordance with the new project application components permitted in this year’s Competition.  
  • YHDP renewal and YHDP replacement project applications must be completed in full and in accordance with the YHDP renewal and YHDP replacement project application processes outlined in the NOFO.  
  • CoC planning and UFA Costs applications will only be reviewed if submitted by the CoC’s designated Collaborative Applicant identified in the CoC Applicant Profile in e-snaps.  
  • Dedicated HMIS projects, renewal and new, can only be submitted by the CoC’s designated HMIS Lead as identified in the CoC Applicant Profile in e-snaps.
